In 1995, Hoang Minh Chinh was arrested again and sentenced to 12 months imprisonment on charges of “abusing democratic rights and freedoms” and “anti-socialist propaganda”. On his release, he continued to call for Party reforms. As a result, his movements are restricted and his communications closely monitored.
