Bản Lên Tiếng trước Bệnh Tình Khẩn Cấp của Tù Nhân Lương Tâm Linh Mục Nguyễn Văn Lý Linh mục Nguyễn Văn Lý vừa bị cơn tai biến mạch máu não trầm trọng ngày 14-11-2009 trong khi đang bị giam giữ tại trại tù Ba Sao, tỉnh Nam Hà, Bắc Việt Nam . Cơn đột quỵ khiến Lm Lý hiện bị bại liệt nửa thân mình, tuy tinh thần vẫn được tỉnh táo, sáng suốt, vững vàng. Đây là lần thứ hai Lm Lý bị tai biến mạch máu não, cách lần đầu 4 tháng, xảy ra nhẹ hơn vào ngày 12-7-2009. Trong suốt thời gian này Lm Lý vẫn bị biệt giam, mặc dầu bị bệnh cao huyết áp nặng và không được chữa trị đúng mức. Linh mục Lý đã bị nhà cầm quyền cộng sản Việt Nam kết án 8 năm tù giam và 5 năm quản chế qua “phiên tòa bịt miệng” nổi tiếng ngày 30-3-2007. Tổng cộng hiện nay Tù nhân lương tâm Linh mục Nguyễn Văn Lý đã ở tù hơn 17 năm, bị kết án 4 lần, tất cả chỉ vì ông đã liên tục tranh đấu bất bạo động cho quyền Tự do tôn giáo và Dân chủ Nhân quyền cho toàn dân Việt Nam . The stroke has incapacitated him on his right hand side, although his mind is still very alert, fully conscious and firm in his convictions. This is the second time that Father Ly has had a stroke with the first time four months ago when he had a lighter one on July 12, 2009. During this whole time he was kept in an isolation cell despite having high blood pressure and without appropriate treatment. Father Ly had been sentenced by the communist authorities to eight years in prison to be followed by five years of house arrest in a famous trial on March 30, 2007, in which he was violently gagged by a security police officer. For his convictions, Father Ly has undergone a total of more than 17 years in jail, a result of four different trials, simply because he steadfastly kept up with his non-violent struggle for freedom of religion, democracy and human rights for the whole people of Vietnam. In the present circumstances of Father Nguyen Van Ly’s serious health condition, a cause for great concern calling for immediate emergency care, we the representatives of various mass organizations and associations in the overseas Vietnamese community, solemnly declare: 1. That we demand the Vietnamese communist authorities to immediately and unconditionally release Father Nguyen Van Ly so that he and his family can have full control of the decision to seek treatment as they see fit. 2. AMNESTY INTERNATIONAL URGENT ACTION UA: 313/09 Index: ASA 41/009/2009 Issue Date: 24 November 2009 VIETNAMESE PRIEST FALLS SERIOUSLY ILL IN PRISON Imprisoned pro-democracy activist and Catholic priest Father Nguyen Van Ly suffered a suspected stroke on 14 November in Viet Nam. He is conscious but paralyzed on one side. He has been moved to a prison hospital in the Vietnamese capital, Ha Noi. He may be returned to prison, where he would not receive adequate medical treatment for a potentially life-threatening condition. Father Nguyen Van Ly, who is 63 years old, has been moved from Ba Sao prison, in Ha Nam province, northern Viet Nam, where he has been held in solitary confinement since March 2007, to Prison Hospital 198, administered by the Ministry of Public Security in Ha Noi. Five prison officers are guarding his room, and they only allow family members to see him in order to give him additional care, including by providing him with changes of clothing and food. Sources in Viet Nam say that Father Ly is undergoing medical tests. While in prison he has suffered from high blood pressure and other health problems. He has been ill a number of times in the last six months, including an incident when he fell and hit his head and was unable to stand up, and also had temporary loss of movement on one side of his body. He recovered despite receiving inadequate medical treatment at Ba Sao prison. Father Ly is a Catholic priest and activist for human rights and democracy. In March 2007 he was sentenced to eight years’ imprisonment for “conducting propaganda” against the state. He was accused of involvement in the internet-based pro-democracy movement Bloc 8406, which he co-founded in April 2006, and taking part in the establishment of banned political groups. He also secretly published a dissident journal, Tu Do Ngon Luan (Freedom and Democracy). Since Father Ly was first jailed for his activism in the late 1970s, he has spent some 17 years as a prisoner of conscience, detained for calling for respect for human rights and freedom of expression, and criticizing government policies on religion. ADDITIONAL INFORMATION Freedom of expression and association is strictly controlled in Viet Nam. Dissidents who are critical of government policies and speak out about human rights violations face a range of sanctions to silence them. At least 30 dissidents have received long prison sentences, since a series of arrests began in 2006 after a short-lived period of official tolerance of increased web-based activism challenging the government. Another wave of arrests began in May 2009, and nine activists have recently been sentenced after unfair trials. Law enforcement agencies arbitrarily use the Penal Code to stifle and criminalize peaceful dissent, in breach of international human rights treaties that Viet Nam has ratified. Restrictions and regulations on internet use penalize freedom of expression on topics deemed sensitive, including human rights and advocacy of democracy. Recent regulations on blogging enacted in December 2008 restrict content to personal matters, and prohibit dissemination of anti-government material, and “undermining national security”. Last Saturday, Rev Nguyen Van Ly, a prisoner of conscience in Vietnam who was transferred to the Hospital 18/9 had symptoms of stroke in the prison of Ba Sao, Nam Ha Province. The image of Rev. Nguyen Van Ly with his mouth covered by a police in order to keep him silence at the trial has been publicized all over the world except in Vietnam. While serving his term at Ba Sao Prison, Rev. Nguyen Van Ly was often kept under solitary confinement, and constrained from relatives’ visit. His life is in danger due to serious illness and month-long hunger strike. On Wednesday November 4, 2009, his wife Mrs. Ly Thi Tuyet Mai came to visit him at New Hoa Lo prison in Hanoi, she was told Vu Hung was no longer available to see her. But reliable sources told her, due to his health has deteriorated rapidly, fearing Vu Hung’s life is in danger, the prison guards have rushed him to the hospital. Hôm thứ tư, ngày 4 tháng 11 năm 2009, bà Lý Thị Tuyết Mai, vợ của Vũ Hùng đã bị từ chối gặp chồng sau khi bà đến trại giam Hoả Lò nhằm thăm viếng Vũ Hùng. Trại giam cho biết ông Hùng không muốn gặp bà, nhưng các nguồn tin thân cận tiết lộ là Vũ Hùng đang trong tình trạng nguy kịch vì tuyệt thực và đã bị công an đưa ra khỏi trại giam. Nhà cầm quyền Hà nội đã tuyên án và cáo buộc thầy giáo Vũ Hùng và nhiều nhà tranh đấu cho dân chủ khác như nhà văn Nguyễn Xuân Nghĩa, sinh viên Ngô Quỳnh, anh Phạm Văn Trội, nhà thơ Trần Đức Thạch, ông Nguyễn Văn Tính tội danh “tuyên truyền chống nhà nước” phạm tội 88, bộ luật hình sự nước Việt Nam. Trên thực tế, thầy giáo Vũ Hùng bị trấn áp vì đã dám treo bảng hiệu đòi “Dân Chủ, Đa Đảng và Chống Tham Nhũng” ngay tại Hà Nội hôm 28 tháng 7 năm 2008.
